What changes the price

  • The source. A pipe leak is usually much cheaper to fix than failed waterproofing.
  • The repair method, from injection to a full hack-and-redo.
  • Whether HDB's cost sharing applies, or the upper owner pays in full because renovation caused the leak.
  • Size of the bathroom above, and tile choice if re-tiling.
  • Repairs to your own ceiling, which are usually priced separately.

What is included

Usually included

  • Finding the source with meter and water tests
  • Photos and findings to share with your neighbour, HDB or the MCST
  • The agreed repair in the upper flat
  • A re-check after the repair

Usually extra

  • Patching and repainting the ceiling in the lower flat unless quoted
  • Roof leaks in top-floor HDB flats, which go to the town council
  • Work arranged by HDB under Goodwill Repair Assistance

HDB vs condo vs landed

HDB

Under HDB's Goodwill Repair Assistance for wear-and-tear leaks, HDB pays 50% and each owner pays 25%, with HDB arranging the contractor once both owners agree. If renovation upstairs caused the leak, the upper owner pays in full. Damage inside the lower flat is not covered.

Condo

There is no HDB cost sharing. Who pays is worked out between the two owners under the strata framework, often with the MCST's help, so get the source confirmed in writing first.

Landed

One owner, one house, so you pay for both the source repair and the ceiling. Common sources are upstairs bathrooms, balconies and the roof.

Ceiling leak from upstairs price: common questions

How is the cost split under HDB's Goodwill Repair Assistance?

For leaks due to wear and tear, HDB pays 50% of the repair and the upper and lower flat owners pay 25% each. Ask your HDB Branch whether it applies before either owner pays a private contractor. It does not cover damage inside the lower flat, such as repainting or damaged furniture. Check HDB's website for the current terms.

Who pays if the upstairs renovation caused the leak?

In HDB flats, the upper flat owner pays the full repair cost when the leak is caused by their renovation works. Keep the contractor's findings and photos as the record.

Is it cheaper to hire a contractor privately?

It can be faster, but get both owners to agree on the source, the method and the cost split in writing first. In an HDB flat, speak to HDB before paying privately in case Goodwill Repair Assistance applies.
