How do I find a cheap plumber in Singapore without getting overcharged?

Quick answer

A cheap plumber is one whose all-in price lands inside the normal range for your job and who agrees it before starting; most small jobs cost about $50–200 in normal hours. For simple jobs in an HDB flat during office hours, your town council's handyman is often lower still, at around $40 for a choke.

What a fair price looks like

Singapore has no official price schedule for plumbing. The ranges below come from public price guides, forum reports and retailer listings gathered in October 2026. They are typical prices in normal hours, labour plus standard parts unless the row says otherwise.

Estimates in SGD, normal hours. GST-registered firms add 9% GST if the quote is before tax.
JobTypical priceWhat moves it
Toilet bowl choke$80–150$150–250 with a drain machine; $200–400 if the bowl must come off
Floor trap choke$50–120$150–350 for renovation cement or grout
Kitchen sink choke$80–130$140–220 with a drain machine
Wash basin choke$80–130New bottle trap adds $20–40
Tap replacement, your own tap$50–90$130–250 with a basic tap supplied
Flush or cistern repair$70–150$140–250 for a new flush valve set
Bidet spray, supplied and installed$70–150$50–100 to fit one you bought
Exposed pipe leak$80–200Licensed work
Leak detection, HDB or condo$120–350The repair is extra
Toilet bowl replacement, labour only$80–150Licensed work; bowl from $150
Storage water heater, labour only$150–250Licensed work; 15–50L unit $150–450
Instant water heater, labour only$120–280Unit $110–380

Ads that say "from $20" or "from $40" quote the floor. The job you have usually sits higher, so compare the range, not the opening number. For the full list by category, see the HDB plumbing price list.

Your town council's handyman

For simple jobs in an HDB flat, the town council's term contractor is often the lowest-cost legitimate option. Sembawang Town Council's published rates for 1 April 2026 to 31 March 2027 are an example:

Sembawang Town Council handyman rates, read October 2026. Rates and services differ by town council.
JobTerm rate
Clear a choke in a floor trap, basin or sink (labour)$40
Clear a choke in a toilet (labour)$40
Repair an overflowing cistern or leaking pipe, including washer$50
Repair a flushing cistern, replacing all internal fittings$70
Supply and fix a 13mm brass tap, or a chrome lever or pillar tap$60
Replace a tap, labour only$20
Supply and fix a flexible inlet hose up to 450mm$30
Supply and fix a PVC bottle trap and waste fittings$40
Supply and fix a pedestal toilet pan, including hacking and reinstatement$250

The catch is the hours and the arrangement. East Coast Town Council, for example, quotes its rates for Monday to Friday, 8.30am to 5pm, and Saturday morning, and leaves after-hours rates to be negotiated with the contractor. The job is a private deal between you and the contractor, not the town council, so ask for an official receipt. Some councils publish the contractor's name but no prices, and condos have no town council handyman at all.

What gets added to the bill

After-hours surcharge$40–150, or 30–100% on the jobWhen does the evening rate start?
Emergency call-out, all-in$150–350Which parts does it cover?

Old water heater removal$30–80Is disposal included?

Forum users report paying $30–50 transport even when the problem was not fixed, so ask about that before anyone sets off. A seat cover or a shower holder usually costs the minimum charge on its own, which is why it pays to save small jobs for one visit.

Watch for a "PUB submission fee". PUB charges nothing for a Licensed Plumber's submissions, so that line is the plumber's own fee.

How to get a quote that does not grow

  1. 1Send a photo or short video of the problem, plus the model label for heaters, taps or cisterns.
  2. 2Say your home type, what you have already tried, and whether you poured any drain chemical in. The plumber needs to know before opening the pipe.
  3. 3Ask whether the price is all-in or labour only, and what parts it includes.
  4. 4Ask what you pay if the job cannot be done on the day.
  5. 5Ask whether GST and any after-hours charge are included.
  6. 6Agree the final price in writing, a WhatsApp message is enough, before work starts.
  7. 7If the plumber finds something new on site, ask them to stop and price it before carrying on.

PUB advises getting at least three itemised quotes for licensed work. For a heater or toilet bowl change that you can plan, that advice holds. For a choked toilet at 11pm, sending the same photos to two plumbers is the realistic version.

How we quote

Send a photo on WhatsApp and get a price range before anyone comes down. The final price is agreed before work starts, and we tell you when a job is cheaper through your town council or belongs to HDB instead.

Red flags

  • No price before work starts, or "we see first" with no range from your photos.
  • A big number for a small job. Forum users have called $550–950 quotes for a simple toilet choke excessive. A high price needs a reason you can check, such as a drain machine or lifting the bowl.
  • Pressure to replace rather than repair, with a unit you have not seen priced.
  • No PUB Licensed Plumber for a storage heater, toilet bowl or water pipe job. Check the licence before the visit.

The 2021 water heater case

In February 2021, a homeowner was billed $3,350: $2,500 for a storage water heater and $850 for service. The same model was listed on Lazada for about $260. The Consumers Association of Singapore said businesses are free to set prices and a refund is hard to get once you have agreed to a quoted price. The company later offered a $2,700 refund. PUB inspected the installation, found numerous defects, and looked into whether a Licensed Plumber had done the work.

Agreeing to a price is what made the refund hard. Ask for the unit's brand and model on the quote, and check the retail price on your phone before you say yes.

When cheap costs more

Engaging an unlicensed plumber for a storage heater, toilet bowl or water pipe is an offence, with a maximum fine of $10,000, jail of up to 3 years, or both. If the work is defective, a Licensed Plumber has to redo it, and you pay twice.

A $50 choke clear that comes back every few weeks often means the problem is further down the pipe, such as old grease or renovation debris. Cement or grout in an HDB floor trap is the owner's cost, and set cement can mean replacing a pipe section.

A concealed pipe leak looks cheap to patch. One short section rerouted as exposed pipe costs about $250–600 before retiling, but the scope often grows once the old pipes are checked, and several sections run $1,000–2,500.

Some bills are not yours at all. A choke in the common stack is the town council's, and a leak on PUB's side of the meter is PUB's. Call them before you call a plumber.

If you can stop the water at the valve and nothing is overflowing, a visit in normal hours avoids the after-hours surcharge. See how to turn off the water in an HDB flat.

Frequently asked questions

How much does a plumber cost in Singapore?

Most small jobs cost about $50–200 in normal hours, for example $80–150 for a toilet choke or $50–90 to fit your own tap. Licensed jobs cost more: $80–150 labour for a toilet bowl change and $150–250 labour for a storage heater, with the unit extra. After-hours work adds about $40–150. These are estimates.

Where can I find an urgent plumber in Singapore?

We work 24/7, anywhere in Singapore. WhatsApp a photo and we confirm the earliest slot and the price, including any after-hours charge, before anyone sets off. If the common stack of an HDB block is backing up, call your town council's emergency maintenance line instead.

How much does it cost to replace a pipe in an HDB?

Repairing a leaking exposed pipe or joint typically costs $80–200. Rerouting one short concealed section as exposed pipe costs $250–600 before retiling, several sections $1,000–2,500, and re-piping a whole flat $1,500–5,000. Water pipe work must be done by a PUB Licensed Plumber.

Is the town council handyman cheaper?

For simple jobs in office hours, usually yes. Sembawang Town Council's 2026–27 rates, for example, are $40 for a choke and $60 for a supplied tap. Rates differ by council, after-hours work is negotiated with the contractor, and condos do not have this service.

Do I still pay if the plumber cannot fix it?

Often you pay something. Firms commonly charge $10–30 transport or a $50–120 inspection fee, and forum users report paying $30–50 even when the problem was not fixed. Ask before the visit what you owe if the job cannot be done.

Can I buy the tap or heater myself and pay only for labour?

Yes, and it is often cheaper if you buy a sensible model. Labour is about $50–90 to fit your own tap and $150–250 for a like-for-like storage heater. A new tap must be WELS 2-tick or better to be installed, and a water heater must carry the SAFETY Mark.
