Before you call
A leak you can see is the easy case. The harder ones are leaks inside walls or under floor tiles, which show up as damp patches, bubbling paint, a ceiling stain in the flat below, or a water bill that jumps for no reason.
Many older HDB flats still have their original water pipes concealed in the walls, and some of those pipes are now decades old. When one of these leaks, a common fix is to abandon the concealed run and replace it with exposed piping along the wall, rather than hacking tiles to reach the old pipe.
Ceiling leaks between flats follow HDB's own process. The pages below explain who is usually responsible, how the leak is traced, and what the repair typically costs.
Frequently asked questions
How do I check if I have a hidden water leak?
Turn off every tap and appliance that uses water, then read your water meter and check again after 30 to 60 minutes. If the reading moves, water is escaping somewhere. Your meter is usually at the meter compartment along the common corridor in HDB blocks.
Where is my water shut-off valve?
In most HDB flats there is a stop valve at the water meter outside the flat and often a second valve inside, near the kitchen or service yard. Condos usually have one inside the unit near the kitchen. Find yours before you need it.
Do I need a PUB-licensed plumber to fix a leak?
For most pipe leaks, yes. Repairing or replacing water service pipes is licensed work in Singapore and must be done by a PUB Licensed Plumber, even inside your own flat. Changing a tap, a flexible hose or a shower head is not licensed work. You can check any plumber's licence on PUB's Licensed Plumber Directory.
Is a leaking pipe an emergency?
A burst or spraying pipe is. Shut the main valve immediately, switch off electrical points near the water if it is safe, and call for help. A slow drip can usually wait for a scheduled visit.
