Toilet bowl installation and replacement in HDB flats

Replacing a toilet bowl in an HDB flat typically costs $80–150 for labour with your own bowl, or $150–500 for a basic bowl supplied and installed (estimates). PUB requires the work to be done by a PUB Licensed Plumber, and most HDB flats have a floor outlet, so measure before you buy. Send a photo of your bowl and outlet on WhatsApp for a price range, 24/7.

PUB rule: this work must be done by a PUB Licensed Plumber. Since 2018 it is an offence to engage an unlicensed plumber for it. You can check any plumber on PUB's Licensed Plumber Directory. What needs a licensed plumber

What is different in HDB flats

  • Licensed work: installing, changing or relocating a toilet bowl must be done by a PUB Licensed Plumber. Since 1 April 2018, engaging an unlicensed plumber for it is an offence, with a fine of up to $10,000, jail of up to 3 years, or both.
  • Check the fit before you buy. Most HDB flats have a floor outlet (S-trap). Measure from the finished wall, tiles included, to the centre of the outlet, and send the measurement and a photo to the shop or plumber.
  • Know which price you are comparing. Labour only, like-for-like: about $80–150. Basic bowl supplied and installed: about $150–500. Unit only: two-piece about $150–400, one-piece about $300–700. All are estimates.
  • Older HDB bowls were often set in cement. Breaking it out takes longer and can crack the floor tiles around the base. Some town councils quote a term rate that includes this; West Coast TC lists $250 including hacking and reinstatement.
  • Keep hacked cement out of the pipe. Under HDB rules, renovation debris that chokes the toilet is cleared at the owner's cost.
  • The toilet bowl and the pipe up to the common stack are the owner's responsibility. Most HDB flats have a floor outlet. Renovation debris that chokes the toilet is cleared at the owner's cost, so keep hacked cement out of the pipe.

General rules for HDB flats

  • The town council maintains the common stack, corridor pipes and other common property. Pipes and fittings that serve only your flat are the owner's.
  • HDB has renovation rules on hacking, waterproofing and floor traps. Like-for-like repairs are usually fine; hacking work may need HDB approval.
  • New flats have a defects liability period. Report defects to HDB first while it applies.

Toilet bowl installation and replacement in HDB homes: common questions

How is EmergencyPlumber different from an unlicensed handyman?

Toilet bowl replacement is licensed work under PUB rules, and ours is done by a PUB Licensed Plumber. You send a photo on WhatsApp, get a price range with labour and bowl on separate lines, and agree the final price before work starts. We work 24/7.

How much does it cost to replace a toilet bowl in an HDB flat?

Typical estimates are $80–150 for labour if you supply a like-for-like bowl, or $150–500 for a basic bowl supplied and installed. A one-piece bowl alone is about $300–700. Cement-fixed bowls, a new angle valve or tile repair add to the cost.

Can you change the toilet bowl position in an HDB flat?

Relocating a toilet bowl involves sanitary piping, so it must be done by a PUB Licensed Plumber. In an HDB flat, check HDB's renovation guidelines first, as hacking work may need approval. A like-for-like swap on the existing outlet is the simpler job.

Do I need a licensed plumber to replace a toilet bowl?

Yes. PUB requires installing, changing or relocating a toilet bowl to be done by a PUB Licensed Plumber. You can check a plumber's name on PUB's Licensed Plumber Directory.

How long does a toilet bowl replacement take?

Usually 2–4 hours. A bowl fixed with sealant comes off quickly; an older bowl set in cement takes longer to break out. The toilet can be used once the leak and flush tests pass.

Do you take away the old toilet bowl?

Yes, if disposal is agreed in the quote. Ask for it when you send your photo so it is on the price before the day, with no surprise charge.
