The labour covers fitting them. The parts themselves are only included if the quote says so. Reusing an old trap with a new basin often leads to leaks, so a new one is usually worth it.
Why can a vanity basin cost more to install?
The cabinet has to be fixed level to the wall and the basin sealed to the top. If the cabinet back needs cutting for the pipes, that takes extra time.
