HDB vs condo vs landed
HDB
The published ranges are for HDB flats. A smaller flat with one or two bathrooms sits at the lower end; a larger flat with more water points sits higher.
Condo
Often more than a similar-sized HDB flat, because pipes may be above false ceilings or boxed in, and management may limit work hours and noisy works.
Landed
Quoted after a survey. Several floors, more bathrooms and an underground line from the gate meter make it a much larger job than a flat.
