Plumbers by home type and urgency
Landed house plumber
In a landed house, every pipe after the PUB water meter at your gate is yours, including underground lines and inspection chambers. A landed plumber deals with longer pipe runs, outdoor drains, tree root blockages and, in some houses, roof tanks and pumps.

When to call
- Several fittings drain slowly at once, or an inspection chamber outside is full or overflowing.
- Your water bill jumps but you cannot see a leak, which can mean a buried or concealed pipe is leaking.
- A patch of ground, driveway or wall along a pipe route stays wet or starts to sink.
- Water pressure is weak upstairs but fine downstairs, or a pump keeps switching on and off.
- A roof or attic tank overflows, or old galvanised pipes leak in more than one place.
Common jobs
- Clearing blocked underground lines and inspection chambers, often from tree roots, fat or sand.
- Finding and repairing leaks on buried or concealed pipes, starting with leak detection.
- Fixing ball valves and overflow problems on roof or attic tanks.
- Replacing storage water heaters across several bathrooms.
- Re-piping older houses where galvanised pipes have corroded.
Before you call
Safe things to try first
- Find your main valve at the PUB water meter near the gate and check that it turns.
- With every tap off, read the meter, wait 30 to 60 minutes and read it again. Movement means a leak somewhere after the meter.
- If drains are slow, lift the inspection chamber covers if you can do it safely and note which ones are full. The blockage is usually between the last full chamber and the first empty one.
Stop and call if
- An inspection chamber is overflowing onto the ground. Stop using water in the house until it is cleared.
- Every chamber up to your boundary is full, which can mean the blockage is in the public sewer beyond it. Ask PUB to check before paying for jetting.
- Water is pooling over a buried pipe, or the meter keeps running with all taps off.
What we do
- 1Ask for photos of the problem, the chamber or the meter, and a rough idea of the house layout and age.
- 2Give you a price range for the likely job, and say upfront if leak detection or jetting may be needed.
- 3On site, trace the problem along the pipe or drain run, opening chambers and checking fittings, before quoting the repair.
- 4Agree the final price with you before starting. Water service pipe and sanitary pipe work must be done by a PUB Licensed Plumber.
- 5Clear or repair, then run water through every affected fitting and chamber to confirm flow, and tell you what to watch for.

HDB, condo and landed
HDB
Compared with a landed house, an HDB flat has a town council that maintains the common stack and common property. In a landed house there is no one to share that with.
Condo
Strata landed homes in a gated estate may have an MCST with by-laws on contractor hours and common areas. Check with the managing agent before work near shared spaces.
Landed
PUB maintains the supply up to and including the meter at your gate. After that, every pipe, inspection chamber and underground line within your boundary is yours. Some houses have roof or attic tanks and booster pumps, and older houses may still have galvanised pipes that corrode from the inside.
Landed house plumber: common questions
Which pipes does a landed homeowner own?
Everything after the PUB water meter at your gate: the supply pipes to every tap, heater and tank, plus the sanitary pipes, drains and inspection chambers within your boundary. PUB maintains the supply up to and including the meter.
What is an inspection chamber?
A small pit with a cover, usually around the outside of the house, where drain pipes meet or change direction. Plumbers open them to find and clear blockages. Keep them free of planters and decking so they can be reached quickly.
Can tree roots really block my drains?
Yes. Roots find their way into old pipe joints and cracks, grow inside, and catch grease and debris. Clearing them needs a root cutter or jetting, and repeat cases may need the damaged section of pipe replaced.
Why is the water pressure weak on my upper floors?
In houses fed straight from the mains, upper floors get less pressure because the water has further to climb, and old or partly closed valves make it worse. Houses with a roof tank depend on the tank's height, and some add a booster pump. A plumber can check valves, pipes and the pump before you buy anything.
Do landed homes need a PUB Licensed Plumber?
For licensed work, yes, the same as any home: storage water heaters, toilet bowls, water service pipes and sanitary piping. After water service works, the Licensed Plumber submits a Certificate of Satisfactory Completion to PUB.
