Water pipe choke
A water pipe choke is a blockage in the supply pipe feeding your taps, leaving weak flow at one tap or across the whole home. Often it is only a clogged aerator or strainer, but rust and scale inside old pipes mean the affected section has to be replaced.

PUB rule: this work must be done by a PUB Licensed Plumber. Since 2018 it is an offence to engage an unlicensed plumber for it. You can check any plumber on PUB's Licensed Plumber Directory. What needs a licensed plumber
What it looks like
- One tap or shower runs weakly while the others in the home are normal.
- Weak flow at every tap, and the toilet cistern takes much longer to refill.
- Brown or rusty water, or grit, when a tap is first opened.
- Flow dropped suddenly after a water cut or plumbing works in the block.
- Sputtering or uneven spray from the tap or shower head.
Common causes
- Tap aerators and shower heads clogged with grit, rust flakes or limescale.
- Inline filters or strainers in mixers, water heaters or washing machine inlets that are full of debris.
- Rust and scale built up inside old galvanised iron pipes, narrowing the bore.
- Sediment or debris carried into the pipes after a water cut or pipe works.
- A stop valve left partly closed, often after an earlier repair or renovation.
- A kinked or damaged flexible hose under a sink or basin.
Before you call
Safe things to try first
- Check that the stop valve at your meter and any valve inside the home are fully open.
- Unscrew the tap aerator or shower head, rinse out the grit, soak off scale in vinegar, then refit.
- After a water cut, run the cold tap at full flow for a few minutes to flush out sediment.
- Ask neighbours whether their flow is weak too. If it is block-wide, contact your town council, MCST or PUB rather than a plumber.
Stop and call if
- Flow is weak at every tap even though the stop valves are fully open.
- The water stays brown or rusty after running for several minutes.
- A pipe or joint is leaking, or a wall near the pipe run is damp.
- A stop valve is seized and will not turn. Do not force it.
What we do
- 1Check flow at each tap, the stop valves and the meter to find whether the problem is one fitting, one branch or the whole supply.
- 2Clean or replace clogged aerators, shower head filters, inline strainers and flexible hoses.
- 3Flush the supply pipes to clear loose sediment.
- 4If the pipe itself is choked with rust or scale, explain the options and quote to replace the affected section. Replacing water service pipes must be done by a PUB Licensed Plumber.
- 5Test flow at every tap and check all joints for leaks.
How much it costs
Most water pipe choke jobs in Singapore cost $80–$400 (per job, estimate). This is an estimate; the final price is confirmed on WhatsApp or on site before work starts.
- Inspection and cleaning of aerators, strainers or filters$80–$150
- Replace a choked flexible hose$50–$120
- Replace a short scaled pipe section (exposed)$150–$400
- Re-pipe a whole HDB flat$1,500–$5,000
HDB, condo and landed
HDB
PUB maintains the supply up to and including the meter; pipes after the meter are the owner's. If neighbours on the same floor or block also have weak flow, contact the town council before calling a plumber.
Condo
Pipes inside the unit after its meter are the owner's; the MCST looks after the building's tanks, pumps and risers. If neighbours are affected too, report it to the management office.
Landed
The owner is responsible for every pipe after the PUB meter at the gate, including underground runs. Weak flow only on an upper floor can point to a choked branch or a partly closed valve on that floor.
Water pipe choke: common questions
Is weak water flow the same as low water pressure?
They look the same at the tap. Weak flow at one or two taps is usually a choked fitting or pipe in your home. Weak flow across the whole block is a supply or pressure issue for the town council, MCST or PUB.
Why is my water brown after a water cut?
When supply returns, it can carry rust and sediment loosened inside the pipes. Run the cold tap for a few minutes until it clears, then clean your aerators. If it stays brown, have the pipes checked.
Do I need a licensed plumber to fix a water pipe choke?
Cleaning aerators, shower heads and filters, or replacing a flexible hose, does not need one. Replacing a choked water service pipe must be done by a PUB Licensed Plumber, and you can check a plumber on PUB's Licensed Plumber Directory.
Can a choked supply pipe be cleaned instead of replaced?
Loose sediment can be flushed out, but hard rust and scale inside old metal pipes cannot be removed reliably. Replacing the affected section is the lasting fix.
Why is only my hot water weak?
Check the strainer at the water heater inlet and the mixer's own strainers, which catch debris. If those are clean, the hot water pipe or the heater itself may need checking.
